Is it true you can get a driving licence without the RTO test?
Yes — with a catch that matters. If you train at a government-accredited driver training centre (ADTC) and pass its automated test, you receive Form 5B. When you apply for your licence, the RTO waives the driving test and issues your DL based on that certificate. You still apply to the RTO; you just don't repeat the test.
