What is an Accredited Driver Training Centre?
An ADTC is a driving school that the State Transport Authority has officially accredited under Rules 31B–31J of the Central Motor Vehicles Rules, 1989. Accreditation is earned, not bought:
Real infrastructure
A proper test track (serpentine, 8-shape, gradient, reverse-S, parking), classrooms, simulators and dual-control vehicles — inspected before accreditation is granted.
A fixed, national syllabus
Your course hours are set by law (Rule 31J) — theory, practical and simulator — and the centre must deliver every hour, tracked electronically.
An automated, recorded test
Your final test is scored by sensors and cameras in real time, with video evidence retained for five years. Nobody's mood decides your result.
The Form 5B advantage
Pass, and the centre issues Form 5B. Under Rule 31(2) & (3) CMVR, the RTO then issues your driving licence without requiring a fresh driving test.
From learner's licence to driving licence
The full path, exactly as the rules define it — typically four to six weeks end to end for a car (LMV) licence.

Get your learner's licence
Apply on Parivahan Sarathi (or at your RTO) and pass the simple online knowledge test. You must hold the learner's licence for at least 30 days before your final test. - 02
Enrol at an accredited centre
Choose an ADTC — ask specifically whether their test track is automated. Registration uses your Aadhaar; fees are paid digitally with a proper receipt. - 03
Complete the official syllabus
29 hours for LMV over a maximum of four weeks: theory classes, simulator sessions (rain, fog, night) and real track + road practice. Biometric attendance records every hour — 85% attendance is mandatory to unlock the test. - 04
Pass the theory assessment
A computer-based test from the official question bank. Score at least 60% — your unique paper is generated randomly, so memorising a neighbour's answers won't help. - 05
Take the automated track test
Drive the instrumented track while cameras, RFID and sensors score all manoeuvres. You see your scoresheet — with video — the moment you finish. - 06
Receive Form 5B and apply for your DL
Your certificate arrives in DigiLocker with a verification QR. Apply for the driving licence on Parivahan; the RTO verifies your Form 5B and issues the licence — no second driving test.

Let's clear up the 'no RTO' headlines
You may have seen 'licence without going to RTO!' videos. Here's precisely what the law says — so you're never caught out.
“I never have to deal with the RTO at all.”
You still apply for the licence through Parivahan/RTO with your documents and fees. What Form 5B removes is the RTO driving test — usually the slowest, most stressful step.
“Any driving school can give this certificate.”
Only centres accredited by the State Transport Authority under Rule 31B can issue Form 5B. An ordinary driving school licence (Form 5) does not waive the test. Always verify accreditation.
“You can just pay and get the certificate.”
At an automated centre, attendance is biometric, hours are gated, and the test is scored by sensors with five years of video evidence. A certificate without real training isn't just risky — it's traceable fraud.
“The training is a formality.”
It's 29 real hours for a car licence — including simulator emergencies, night driving and highway practice. You come out an actual driver, which is rather the point.

How to find an accredited centre near you
Three ways to make sure you're enrolling at a genuine ADTC:

- 2Ask the centre to show its Form 11A accreditation certificate — genuine centres display it proudly at reception.
- 3Ask one question: “Is your test track automated?” If tests are scored by sensors and cameras, you've found the right kind of centre.
